While it is not clear what "too late" means in historical time if linearity is not assumed, Britains active refusal to allow the Palestinians to form the very institutions that the Mandate was charged with developing, combined with the inability of the local leaders to adapt a political culture honed by centuries of Ottoman imperial rule in ways that could effectively counter British rule and the Zionist project, underscore the tension between identity and territory that has dogged Palestinians since the beginning of the conflict. This tension is likely to continue as long as the Palestinian national movement remains within the conceptual terrain laid out by the Zionist movement and the imperial powers that established the modern state system in the Middle East.

A third inversion rich with historical irony is that the very destruction of Palestine as a state in 1948 marked the pivotal moment in the formation of the Palestinians as a people.

NASA Mars Rover Opportunity Adopts 'Deep Sleep' Mode to Conserve Power

NASA's solar-powered Mars Exploration Rover Opportunity is beginning on Thursday what controllers expect to be frequent use of an overnight "deep sleep" mode to stretch the robot's power supply. Opportunity has managed only one to two hours of activity on many recent days while it has been examining a stadium-sized impact crater from vantage points around the rim. Shutting down more completely overnight will conserve enough battery charge to add several hours of science operations during the day, according to Jim Erickson, Mars Exploration Rover deputy project manager at NASA's Jet Propulsion Laboratory, Pasadena, Calif.

There is a calculated tradeoff - an increased risk that, without an overnight heater running, one of the six scientific instruments might be disabled by the cold.

Our view: Bush speech doesn't wow with ideas

Perhaps it's good news, then, to say he didn't disappoint.

He offered few new initiatives while revisiting many themes and ideas on domestic and international fronts. That said, here are some of his points that captured our attention.

On earmarks

While the phrase "after the horse is out of the barn" definitely comes to mind, we still praise Bush's efforts to reduce fiscal fiascos known as congressional earmarks. The president pledged to veto spending bills that don't reduce the amount and cost of earmarks. He also ordered federal agencies to essentially ignore any funding for projects not specifically included in legislation.

Couple those moves with legislation passed last year that requires more disclosure from members of Congress about their earmarks and it's clear that public awareness of this issue is fostering change.
